TfL SERU is Transport for London; Safety, Equality, and Regulatory Understanding for Private Hire Vehicles also known as PHVs.
SERU was first introduced on 1 October 2021, if you do not pass the first time you will be given a second chance to pass. If you fail the second time then your PHV license will be revoked putting your job at risk.
The first SERU Assessment will cost £36 and if you fail the second resit will cost £16.
Passing TfLs SERU gives confidence to the public that PHV drivers have passed rigorous training and are able to provide excellent levels of customer service whilst keeping customers safe at all times.
The SERU covers some of the following areas:
a) Drivers’ obligations under the PHV (London) Act 1998 including the associated regulations and relevant obligations including under the Equality Act 2010;
b) Policies and guidance issued by Transport for London (TfL) or other persons which are relevant to London PHV drivers;
c) The particular needs of passengers that arise because a passenger has (or
may have) a protected characteristic under the Equality Act 2010;
d) Protecting children and adults at risk from harm and abuse;
e) Passenger and driver safety;
f) Road and vehicle safety.
TfL SERU was designed to improve the quality of service PHV drivers offer their customers, focusing on improving drivers’ level of English language.
